Make configurationtype index endpoint lighter OOTB

This task will add a lightPayload=false flag which will skip properties and actions in the paylaod by default. If set to true it goes back to previous behavior and retrieve eagerly everything.

To stay fully functional a /details endpoint is added where identifiers can take a list of values to retrieve (same as for components).
