improve getDependency() performance for the Studio

2 big problems:

This is far too slow for now during some operation (drag&drop new component) / initialize studio the first time... even now i only have one component family (salesforce)
commandline should never connect to internet

I think:

we should set resolution to offline at least by default on the studio/commandline.
we should put all base artifacts for the component to the repository inside the studio itself, and let the studio tell where is the maven settings to the component framework. (to reuse the common repository) Not even sure it's the case actually
