Use maven for component list file and jdbc config file

today the list of components launched by the tcomp service is looked int the classpath.
We could provide this list from a remote maven repository so that it can be changed.
The server will need to restart to take the change into account or provide a rest end point to reload the component list.
The jdbc configuration file could also be published on a maven repository.
The jdbc component could be modified to use either a local file or a maven artifact.
