[JDBC] Use a different module for JDBC runtimes using beam.

Currently the Beam dependencies are imported into the components-jdbc-runtime module even though only one component actually uses it.

It's relatively easy to define multiple runtimes for a component, so it should be refactored into a different module. That way, the JDBC DI components that do not use Beam will not be required to load the beam jars at runtime.
