Industrialize TCOMP REST service into its proper project

Today the REST service is available through webtest target. This should become a fully standalone maven/gradle spring boot project with dependency to TCOMP framework libraries.
I let the assignee determine if this is something to host in the platform services source repository as it is for the schema mgmt service (and as well for the CI host).

Objective is to start making it available for use by applications via automated build in continuous integration env.
Next step is to provide a automatically built docker image for integration into application stack / cloud formation stacks (dataprep/data streams).
