Handle svg icons in Studio

Studio will support svg icons, we need to update IconResolver for supporting svg in studio.

  By default, the behavior will remain the same as today (handling only png files), but feature can be activated with a system property (can be set in config.ini)

talend.component.server.icon.svg.support=true

  In that case, component-server's icon resolver will place svg files in head of format lookup.
 

While for R2024-05 monthly release, we plan to use SVG format for all components.
