component-server with vault feature

component-server-vault-proxy is not always needed in all environments and introduces extra latency by its proxiftying roundtrips.The goal is to provide a single component-server including deciphering feature for managing vault encrypted payloads.

Possible solution:

• extract vault deciphering feature to a component-server's extension
• adapt helm-chart to use this extension
