When generating the documentation, it can happen the lang is wrong due to ResourceBundle usage

ResourceBundle uses default locale as fallback, it means the generated documentation can not fallback on english in some cases. This unlikely case - because it means some part of the i18n is missing - will be covered by this task which will enforce root as fallback.
