Enable JUnit test collector to use a static storage instead of thread related one

The system property 'talend.component.junit.handler.state' can take the value 'static' or 'thread', in the first case the tests can't be concurrent (otherwise they will have impact on each others). However it enables to test beam jobs the same way than standalone ones.
