[TTP Vault] Check Vault connection on the tuj-runner before the studio build

Currently in the colibri/tuj-runner build flow will fail when ttp vault config is incorrect only after studio build (~1h)

Need to also add a check if connection is ok before the studio-build, so we will save a lot of time.
